I've used PSP9 for this tutorial, however you should be able to create this tag in all versions.

Supplies needed:
A tube or close up of choice.  I'm using one by Saltygirl (http://mawproductions.blogspot.com) which is available from TPP (http://www.thepspproject.com). 
Please do not use the same tube without the appropriate license.
Font of choice.  I've used LaPoint's Road.

Plugins:
Filter Factory U - Serrate
Alien Skin Eye Candy 5:Impact - Gradient Glow (optional)

1.  Open a new transparent image 600 x 250 pixels. 

2.  Select two colours from your tube - a dark colour for your background and a medium colour for your foreground.

3.  Set your foreground to a foreground-background gradient with the following settings:

Flood fill your blank canvas with this gradient.

4.  Effects - Distortion Effects - Pixellate with the following settings:

Effects - Edge Effects - Enhance.

4.  Duplicate this layer.  On the duplicate, apply Filter Factory U - Serrate with the following settings:

5.  Change the blend mode of your duplicate to Luminance (Legacy) or one that suits your tag.  Drop the opacity to 80%. 

6.  Paste your tube on the left hand side of your tag and apply an appropriate drop shadow.

7.  Add a new raster layer and flood fill using your darker colour.  Selections - Select All.  Selections - Modify - Contract by 4.  Press delete.  Selections - Select None

8.  Add your name in font of choice.  Add a Gradient Glow and a drop shadow, if required. 
Add your copyright and license number (if necessary).
And you’re done :)
