I've used PSP9 for this tutorial, however you should be able to create this tag in all versions. 
I am assuming you have some knowledge of how PSP works, including applying masks.

Supplies needed:
A tube or close up of choice.  I'm using one by Mystik Soul Art, available from The PSP Project.
Please do not use the same tube without the appropriate license.
Scrap kit of choice.  I'm using a PTU kit, French Connection by Sam's Scraps, also available from TPP.
Font of choice.  I've used Sweetly Broken
Mask of choice.  I've used TreseMasks0083 by Trese Tags & Tuts

Plugin: Eye Candy Impact - Gradient Glow (optional)

I've written this so you can twist your result to suit your tube and scrapkit choice - Hope you enjoy it.
I have resized pretty much all the elements to suit my tag - please do the same as necessary

1.  Open a new image 600x600 pixels.   

2.  Copy and paste frame of choice from your scrapkit.  I've used Frame 2.

3.  Select a paper from your kit - I've chosen Paper 8.  Copy and paste as a new layer below your frame.

4.  Highlight your frame layer.  Using your Magic Wand tool, click inside your frame.  Selections - Modify - Expand by 5.  Highlight your paper layer and invert your selection (Selections - Invert).  Press delete on your keyboard.  Selections - Invert.  Do not deselect.

5.  Copy and paste your tube or close up above your paper layer.  Move it so the area you want displayed shows through your frame.
Selections - Invert.  Press delete.  Selections - Select None.

6.  Add any elements around your tube or frame.  Add drop shadows as required.
I've used Cherry Blossom, Heart 2, Lips 1, Love wordart and Flower 2 in my example.

7.  Select a paper from your kit - I've used Paper 4.  Copy and paste as a new layer and move it below your frame.
Apply mask of choice to this layer and merge group.

7.  Crop your tag and resize if necessary.

8.  Add your name, using a font of choice.  I also added a gradient glow and dropshadow.

9.  Add the appropriate copyright and license number if necessary.  I've also credited the scrapkit maker.
And you're done :)
