I've used PSP9 for this tutorial, however you should be able to create this tag in all versions. 
You need to have knowledge of working with layers, masks and Animation Shop.

Supplies needed:
A tube of choice.  I've used the art of Sherri Baldy, available for purchase at CDO.
Please do not use the same tube without the appropriate license.
Scrap kit of choice.  I'm using a kit Inspired by this tube by Dees'Sign Depot, also available for purchase from CDO.
Font of choice.  I've used Scriptina
Mask of choice.  I've used WSL_Mask187 by Wee Scots Lass

Plugins:
DSB Flux - Bright Noise
Eye Candy Impact - Gradient Glow (optional)

1.  Open a new image 600 x 600 pixels.

2.  Copy and paste a paper of choice (I've used P6 from my kit)
Apply a mask of choice to this layer and merge group.

3.  Copy and paste your tube, and move it into position. 
Add a drop shadow of choice.

4.  Add any elements of choice around and behind your tube.
I've used E14, E5, WA1, E10, E8 and E1 from my kit on mine.
Add drop shadows, if you like.

5.  I decided to give a little bling to mine, by animating an element (in this case, E1).
To do this I duplicated it twice, giving a total of three.

6.  On the original layer, I applied DSB Flux - Bright Noise with the following settings:



7.  I then applied DSB Flux - Bright Noise to the other two layers, pressing 'Mix' a couple of times.
Hide your top two Flux'ed layers for now.

8.  Add your name, copyright and licence number (if necessary)
I also added a Gradient Glow and drop shadow to my name.

Now onto the animation
9.  Make sure you only have one Flux'ed layer open.  Edit - Copy Merged.
Paste this as a new animation in Animation Shop.

10.  Return to Paint Shop.  Hide that Flux'ed layer and open the next one layer.  Edit - Copy Merged.
Paste this after your first frame in Animation Shop.

16.  Return to Paint Shop.  Hide that Flux'ed layer and open your final Flux'ed layer.  Edit - Copy Merged.
Paste this after your first frame in Animation Shop.

17.  In Animation Shop, Edit - Select All.  Then go to Animation - Frame Properties and change the number to 18.
View your animation and, if you're happy, save as a .gif.
And you're done :)
