I've used PSP9 for this tutorial, however you should be able to create this tag in all versions. 
I am assuming you have some knowledge of how PSP works, including applying masks.

Supplies needed:
A tube of choice.  I'm using one by Alicia Bel (http://www.aliciabel.com), which is available from The PSP Project (http://www.thepspproject.com), in a special 'Starter Pack'.
Please do not use the same tube without the appropriate license.
Scrap kit of choice.  I'm using a PTU kit, Dancer, by Sam's Scraps (http://samsscrapsandsigtags.blogspot.com.au/),
also available from TPP (http://www.thepspproject.com), included in the 'Starter Pack'.
Font of choice.  I've used Feel Script.
Mask of choice.  I've used WSL_Mask353 by WeeScotsLass (http://weescotslasscreations.blogspot.com.au/)

Plugin: Eye Candy Impact - Gradient Glow (optional)

I've written this so you can twist your result to suit your tube and scrapkit choice - Hope you enjoy it.
I have resized pretty much all the elements to suit my tag - please do the same as necessary

1.  Open a new image 600x600 pixels.   

2.  Copy and paste frame of choice from your scrapkit.  I've used Frame 2.

3.  Due to the style of frame I chose, I selected a ribbon to 'hang' it from - I've used Ribbon 2.
I then erased the ropes above the ribbon.

4.  Copy and paste your tube above your frame.  Move it into position and resize it if necessary.

5.  Add any elements around your tube or frame.  Add drop shadows as required.
I've used Cloud, Banner, Ballet Slippers, Wavy Keyboard and Ribbon Flower 1 in my example.
I added Flower 8 for my tube to stand on.

6.  I've also used the 'Be Fabulous Word Art' from my kit and placed it in a prominent position.

7.  Select a paper from your kit - I've used Paper 11.  Copy and paste as a new layer and move it below your frame.
Apply mask of choice to this layer and merge group.

8.  Crop your tag and resize if necessary.

9.  Add your name, using a font of choice.  I also added a gradient glow and dropshadow.

10.  Add the appropriate copyright and license number if necessary.  I've also credited the scrapkit maker.
And you're done :)
