I've used PSP9 for this tutorial, however you should be able to create this tag in all versions.
I am assuming you have some knowledge of how PSP works, including applying masks.

Supplies needed:
A tube of choice.  I'm using one by Alex Marek-Musat (http://erotic-art.ro), which I purchased through InToXxiKaTed InTenTionz.
You may now purchase his art through Artistic Dreams Imaging (http://www.artisticdreams.us).
Please do not use the same tube without the appropriate license.
Scrap kit of choice.  I'm using Black and White by Lacarolita (http://lacarolitasdesignz.blogspot.com/)
Font of choice.  I've used Windsong.
Mask of choice.  I've used WSL Mask 42 by Chelle (http://weescotslasscreations.blogspot.com)

Plugin: Eye Candy Impact - Gradient Glow (optional)

I've written this so you can twist your result to suit your tube and scrapkit choice - Hope you enjoy it.

1.  Open a new image 600x600 pixels

2.  Copy and paste frame of choice from your scrapkit.  I've used Frame1 from my kit and resized it approximately 60%

3.  Paste your tube as a new layer and resize if necessary.

Follow steps 4 to 6 if using a tube like mine in the example (popping out of the frame).
4.  Duplicate and close off the copy.  Move the original tube layer below your frame layer.

5.  Highlight your frame layer.  Select the inside of the frame.  Selections - Modify - Expand by 5.  Highlight your original tube layer.  Selections - Invert.  Press delete.  Selections - Select None.

6.  Unhide the copy of your tube.  Erase anything you do not want hanging outside of the frame.

7.  Add a dropshadow of choice to your frame layer.  I used 2,2,80,7.  Merge visible.

8.  Add a new raster layer and flood fill with white.  Move below your framed layer.

9.  Copy and paste paper of choice below the framed layer (I used paper3).  Apply mask of choice to this layer.

10.  Paste elements of choice around your framed layer.  I've used bow1, embellishmentheart and butterfly4 in my example.  Add any drop shadows you like.

11.  Add your name, using a font of choice.  I also added a gradient glow and dropshadow.

12.  Add the appropriate copyright and license number if necessary.  I've also creditted the scrapkit maker, as per her TOU.
And you're done :)
