I've used PSP9 for this tutorial, however you should be able to create this tag in all versions.

Supplies needed:
A tube of choice.  I'm using one by Kurama Phoenix which is available from CDO
Please do not use the same tube without the appropriate license.
Font of choice.  I've used Miss Blaker.

Plugins:
Muras Meister - Copies
Image Skill - Displacement Map
Simple - Horizontal Grain
AAA Frames – Foto Frame


1.  Open a new transparent image 600 x 250 pixels

2.  Flood fill your canvas with a dark colour from your tube.

3.  Paste your tube as a new layer and apply Mura's Meister - Copies with the following setings:



4.  Adjust - Blur - Radial Blur with the following settings:



5.  Apply Image Skill - Displacement Map with the following settings:



In the drop down menu, I selected 'cell4' as my tile - select one to suit your tag.

6.  Apply Simple - Horizontal Grain.
Merge Visible.
Crop your tag to 600 x 250 pixels.

7.  Apply AAA Frames - Foto Frame with the following settings:



8.  Paste your tube as a new layer and move into position. 
Add a drop shadow.

9.   Add your name, copyright and license number (if necessary).
And you’re done :)
