I've used PSP9 for this tutorial, however you should be able to create this tag in all versions.

Supplies needed:
A tube of choice.  I'm using one by Daniel Esparza which is available from CDO
Please do not use the same tube without the appropriate license.
Font of choice.  I've used AL Sandra.

Plugins:
Toadies - What Are You

1.  Open your tube. Using your selection tool, select an area with lots of colours.
I've selected an area from her shorts.

2. Copy and paste as a new image.
Apply Effects - Image Effects - Seamless Tiling with the following settings:



3.  Open a new image 600 x 250 pixels.
Flood fill your canvas with the pattern you just created.

4.  Apply Adjust - Blur - Radial Blur with the following settings:



Effects - Edge Effects - Enhance.

5.  Paste your tube as a new layer (don't forget to deselect your selection from the first step)
Move your tube into position and add a drop shadow of choice.

6.  Select your preset shapes tool.  Set your foreground to null and your background to white.
Draw out a rectangle from the left to approximately halfway through your tube.

7.  When happy with your rectangle, convert to a raster layer and move it below your tube.
Apply Toadies - What Are You with the following settings:



Lower the opacity of this layer to 40, or one that suits your tag.

8.  Crop your canvas to 600 x 250 pixels.
Apply AAA Frames - Foto Frame to all your layers, using the following settings:



9.  Add your name, copyright and license number (if necessary).
I added the same drop shadow to my name that I used on my tube.
And you’re done :)
