I've used PSP9 for this tutorial, however you should be able to create this tag in all versions.
I am assuming you have some knowledge of how PSP and Animation Shop work.

Supplies needed:
A tube of choice.  I’m using one by Garrett Blair, which I purchased through CILM.  His tubes are now available through CDO
Please do not use unless you have the appropriate license.
Fonts of choice.  I've used Windsong and Showcard Gothic.  You’ll need a bold font and a script font.

Plugins:
Andrew’s Filters 56 – Blurred Bits and Pieces
AAA Frames – Foto Frame
Eye Candy Impact – Gradient Glow (optional)
Mura’s Meister – Copies

1.  Open a new transparent image 600 x 250 pixels

2.  Copy and paste your tube as a new layer.  Duplicate your tube and close the duplicate.

3.  On the original tube layer, apply Mura Meister Copies with the following settings:

4.  Adjust – Blur – Gaussian Blur with the following settings:

5.  Apply Andrew’s Filters 56 – Blurred Bits and Pieces with the default settings:

If you cannot get this filter to show in your PSP, close PSP and navigate to your plugins folder using Windows Explorer (or equivalent).  Search for the plugin named “BluBiPe.8bf”  Once you have found it, rename it by added a couple of numbers to the end of it – I renamed it to “BluBiPe56.8bf”  It should then show up in your plugins list.

6.  Unhide your duplicated tube and place it to the left of your canvas.
Add a drop shadow of choice – I’ve used 3,3, 80, 15.
Merge layers visible.  Crop canvas to 600 x 250 pixels.

7.  Apply AAA Frames – Foto Frame with the following settings:

8.  Select two colours from your tube and create a foreground-background gradient:

9.  Select your Preset Shapes tool, set to Ellipse.  Set your gradient as the background and close off the foreground.
Draw a circle on the right-hand side of your tag.  When happy with the placement of your circle, convert to raster.

10.  Duplicate your circle twice, giving a total of three circle layers.

11.  On the first circle layer, apply Effects – Artistic Effects – Contours with the following settings:

If you don’t like the way the contours show on your circle, play with the settings until you find something you like.

12.  On the second circle layer:

13.  On the third circle layer:

14.  Add the same drop shadow you used on the tube to the three circle layers.  Close off the second and third circle layers.

15.  Type your saying of choice (I’ve used Rock On!) using your bold font.  I also added a gradient glow.  You may not need this, depending on your choice of colours.  I then added a small drop shadow: 2,2,80,5.

16.  Using your script font, add your name.  I also added the same drop shadow I applied to my saying.

17.  Add the copyright and any license numbers necessary.

18.  Copy merged and paste as new animation in Animation Shop.

19.  Close the first circle layer and open the second circle layer.  Copy merged and paste after the first frame.

20.  Close the second circle layer and open the third circle layer.  Copy merged and paste after the second frame.

21.  Select all frames and change the frame properties to 28.

22.  Optimise your animation and save as a gif.
And you're done :)
